Terre Haute, Indiana has a population of  59,614 with an average household size of 2.28¹ and is located in Vigo County near the state's western border with Illinois. In 1832, Terre Haute became a town and in May of 1853, it was elected to become a city. The Wabash  and Erie Canal reached Terre Haute in 1849.

Terre Haute's Famous "Four-Cornered" Race Track was the site of more than 20 world harness racing records and helped trigger the city's reputation as a sporting center.

The original curved Coca-Cola bottle was designed and first produced by the Root Glass Company, which was based in Terre Haute. The City was also one of the primary test markets for Pringles Potato Chips. Terre Haute is a familiar address to many, as it is home to the Columbia House mail-order club. It also is the home of the largest disc production facility in the United States, Sony DADC. Sony is the first facility in the United States to manufacture the Compact Disc.

The DEA (The US Drug Enforcement Administration)² reports that marijuana abuse remains a significant problem within Indiana. Marijuana produced in Mexico is transported and distributed by Mexican organizations. Locally produced marijuana is cultivated throughout Indiana at indoor and outdoor grow sites. The outdoor sites are usually located in farm fields, wooded areas, National Forests, public lands, or near riverbanks. Indoor grows are located in private residences or large barn-type building on private land.

Powdered cocaine is readily available throughout the state, and crack cocaine is primarily available within the urban areas. Most of the heavily populated areas continue to experience shootings and other acts of violence over drug debts. Mexican trafficking organizations distribute cocaine to Caucasian, African American, and Hispanic groups.

Southwest Asian white heroin is available as is Mexican brown and black heroin. Heroin abusers range in age from teenagers to older adults.

The influx of methamphetamine into Indiana has increased from year to year. Mexican trafficking organizations are transporting from 15 to 25 pounds at a time with a purity level ranging from 25 to 85 percent. The local methamphetamine distributors operating small toxic labs, usually constructed in barns or residential homes, sell a better quality product with purity between 30 to 40 percent. They will produce enough methamphetamine for personal use and sell small amounts.

Current investigations indicate that diversion of hydrocodone products continues to be a problem in Indiana. Primary methods of diversion being reported are illegal sale and distribution by health care professionals and workers, “doctor shopping” (going to a number of doctors to obtain prescriptions for a controlled pharmaceutical), and forged prescriptions. Xanax®, Valium®, and methadone were also identified as being among the most commonly abused and diverted pharmaceuticals in Indiana.
