Heroin is primarily available in northern Delaware. The increasing availability of cheaper, higher purity heroin over the last few years has caused concern in Delaware over a growing heroin use problem that reaches all socioeconomic backgrounds.
Marijuana is readily available in varying quantities in Delaware, such that it is easily obtained and used by individuals from a variety of ethnic populations and socioeconomic sectors. Recreational use of marijuana is popular among high school and college age students, although adults remain its predominant users.
Methamphetamine is generally available in limited quantities in Delaware. However, according to recent investigations, it is readily available to those who visit the Rehoboth Beach area during the summer months.
MDMA (ecstasy) is primarily available at rave parties and nightclubs in Wilmington and Rehoboth Beach, particularly during the summer. It remains available to, and popular among, teenagers and young adults on college campuses across the state. Gamma hydroxybutyric acid (GHB), the GHB precursor gamma butyrolactone (GBL), and ketamine are also available and are used in popular Delaware nightclubs.

According to data from the National Survey on Drug Use and Health (NSDUH), approximately 57,000 of Delaware citizens over the age of 12 reported past month use of an illicit drug.
Additional survey results indicate that 22,000 Delaware citizens reported illicit drug dependence or abuse within the past year. Approximately 15,000 reported past year illicit drug dependence.
During 2006, Delaware’s Division of Substance Abuse and Mental Health funded 8,216 adult admissions to treatment programs statewide.
However, approximately 20,000 Delaware citizens reported needing but not receiving treatment for illicit drug use within the past year.
In 2011, the Delaware House of Representatives passed new drug laws that could make significant alterations to the way Delaware authorities handle drug crimes and misdemeanors. The new bills basically force Delaware drug courts to be more lenient with drug users while stiffening the penalties for those criminals involved in drug distribution and trafficking. Penalties were also increased for the illegal sale of prescription medications. The purpose of the law is to send more drug users to effective rehabs instead of prisons.
